The contribution to the carbon offsetting fund set out under the fifth part of the sequence in Clause 1e should be used as a last resort where it is not possible to achieve sufficient on-site measures to reduce the carbon emissions by 100%. South Gloucestershire has the opportunity to increase renewable energy generation and facilitate development to enable a more flexible, smart, decentralised energy system. The masterplan will provide a clear and consistent framework, to ensure that each application can be considered in the context of delivering on the overarching proposals for the Oldbury site.
